Marijuana Moment <a href="https://www.marijuanamoment.net/dea-judge-orders-agency-to-respond-to-new-allegations-it-opposes-marijuana-rescheduling-and-improperly-conspired-with-prohibitionists/">reported</a> that one day after a motion was filed outlining these allegations, which include improper communications with opponents of the reform, the DEA is now compelled to reply next week. Additionally, participants in the hearings are asking the judge to remove the DEA from the process, noted the outlet.
DEA Administrative Law Judge John Mulrooney <a href="https://www.dea.gov/sites/default/files/2025-01/Marijuana%20Rescheduling_Ord%20re%20Mot%20for%20Recon%20Response%20%28e%29.pdf">wrote</a> that the government is ordered to file a response to a motion to reconsider by Jan. 13. 
What Happened: Attorneys representing cannabis advocates argued the DEA&#8217;s late submission of data on marijuana reclassification undermines the fairness of the hearing process. 
They said the agency violated federal law by withholding information until the eve of the hearing, hindering the Department of Health and Human Services <a href="https://www.benzinga.com/markets/cannabis/24/01/36620822/feds-finally-release-documents-confirming-recommendation-to-reschedule-cannabis-based-on-accepte">scientific review of January 2024 </a>and depriving pro-rescheduling groups of a fair opportunity to participate.

U.S. and Canadian marijuana stocks didn't do much better amid concerns over the outcome of the DEA&#8217;s review.
Curaleaf Holdings (OTC:<a class="ticker" href="https://www.benzinga.com/stock/CURLF#OTC">CURLF</a>) fell some 62% in 2024. Verano Holdings (OTC:<a class="ticker" href="https://www.benzinga.com/stock/VRNOF#OTC">VRNOF</a>) lost about 73%, Trulieve (OTC:<a class="ticker" href="https://www.benzinga.com/stock/TCNNF#OTC">TCNNF</a>) fell about 7.5%, Green Thumb Industries (OTC:<a class="ticker" href="https://www.benzinga.com/stock/GTBIF#OTC">GTBIF</a>) is down 31% and Cresco Labs (OTC:<a class="ticker" href="https://www.benzinga.com/stock/CRLBF#OTC">CRLBF</a>) has lost about 37% of its value. Hifyre data for October and November shows a sequential improvement in the Canadian recreational cannabis market, with a year-over-year growth of 6.7%. However, Village Farms experienced a deceleration to 1% year-over-year growth.

<h3 class="wp-block-heading">Valuation </h3>
Zuanic<a href="https://zuanicgroup.com/"> argues</a> that Village Farms' stock is undervalued due to its complex business model and gradual growth strategy, despite its strong performance in the Canadian cannabis market, international expansion and potential US opportunities. 
He calculates the company&#8217;s enterprise value (EV) to be around US$120 million. This valuation implies a low multiple of 0.4x current sales estimates and 5.6x EBITDA.
Zuanic says the market is not fully recognizing the value of VFF&#8217;s assets. 
If we strip out the value of the produce business, US CBD operations and <a href="https://www.benzinga.com/topic/texas-cannabis">Texas</a> greenhouses, Zuanic suggests that the remaining valuation for the cannabis unit is around US$19 million, or 0.1x estimated 2025 sales and 3x EBITDA. President-elect Donald <a href="https://www.benzinga.com/24/12/42265694/trumps-kash-patel-fbi-pick-and-dea-nominee-could-signal-shift-in-drug-enforcement-priorities">Trump's choice to lead</a> the Drug Enforcement Administration announced on Tuesday he is withdrawing from consideration just three days after Trump made his nomination known, <a href="https://apnews.com/article/chad-chronister-trump-withdrawing-nominee-032bd91a5ef447e820e2b1f63e50861e">reported</a> the Associated Press.
Chad Chronister, Florida's Hillsborough County Sheriff, said in a post on X Tuesday evening that he will continue his duties as a Florida sheriff.
"Over the past several days, as the gravity of this very important responsibility set in, I've concluded that I must respectfully withdraw from consideration," Chronister wrote. He did not elaborate, and Trump's transition team did not immediately respond to a message from AP seeking comment.
"There is more work to be done for the citizens of Hillsborough County and a lot of initiatives I am committed to fulfilling," Chronister continued. "I sincerely appreciate the nomination, outpouring of support by the American people, and look forward to continuing my service as Sheriff of Hillsborough County."

Trump's DEA Pick Withdraws From Consideration, Will Keep Job As Florida Sheriff

<a href="https://www.benzinga.com/topic/nebraska-cannabis">Nebraska's</a> Government is fighting cannabis reform both at the local and federal level.
State Attorney General Mike Hilgers recently filed an amended cross-claim on behalf of Secretary of State Bob Evnen in a lawsuit challenging <a href="https://www.benzinga.com/markets/cannabis/24/11/41764503/nebraska-says-yes-to-medical-cannabis-after-years-of-failed-legalization-attempts-heres-what-you">two successful</a> medical cannabis measures.
This move formally introduces new allegations of circulator fraud and widespread malfeasance. The case is moving forward after Lancaster County District Judge Susan Strong ruled in favor of the cannabis ballot sponsors.
Strong dismissed the claims last week, affirming that the medical cannabis petitions met all constitutional and statutory requirements. Yet, Nebraska's leadership is showing no signs of backing down. Regarding the additions, Hilgers <a href="https://nebraskaexaminer.com/briefs/attorney-generals-office-preparing-for-nebraska-medical-cannabis-lawsuit-appeal/">told</a> The Nebraska Examiner that the legal team was merely "taking advantage&#8221; of court rules to prepare for an appeal.

Being one of the few remaining states where medical cannabis remains illegal, Nebraska's defiance is no longer just a state-level issue. In fact, the Attorney General's Office is the only one of its kind represented at the <a href="https://www.benzinga.com/24/12/42270539/dea-live-hearing-on-marijuana-rescheduling-what-to-expect">DEA hearing on marijuana rescheduling</a> hearings where opposing groups are discussing moving marijuana from a Schedule I to a Schedule III substance under the Controlled Substances Act (CSA).
The prohibitionist group <a href="https://www.benzinga.com/government/regulations/24/11/42198793/prohibitionist-group-denies-collusion-allegations-ahead-of-dea-cannabis-rescheduling-hearing">Smart Approaches to Marijuana </a>(SAM), with whom the AG of Nebraska shares representation are on the opposite side of rescheduling marijuana. 
GOP Governor Jim Pillen and Hilgers frame cannabis reform as a moral and safety issue.
In July 2024, during the <a href="https://www.benzinga.com/markets/cannabis/24/07/39932698/deas-call-for-public-input-on-cannabis-garnered-42-000-comments-majority-want-total-legalization">public comment</a> period of marijuana rescheduling evaluation, Hilgers and 19 Attorneys General from different states presented a letter where they emphasized the national and international ramifications of rescheduling marijuana, particularly concerning international drug treaties and medical cannabis use.
They <a href="https://www.regulations.gov/comment/DEA-2024-0059-41066">claim</a> &#8220;rescheduling marijuana as a Schedule III drug is likely the most consequential rule-making DEA has ever undertaken.&#8221;

Easterly Government Properties, Inc. (NYSE:<a class="ticker" href="https://www.benzinga.com/stock/DEA#NYSE">DEA</a>) (the "Company" or "Easterly"), a fully integrated real estate investment trust focused primarily on the acquisition, development and management of Class A commercial properties leased to the U.S. Government and its adjacent partners, announced today that it has acquired a 97% leased, combined 295,253 square foot campus across three assets leased primarily to the Wake County Public School System (WCPSS).
The three properties serve as multi-purpose facilities, functioning as both operational headquarters and public-facing service centers that are critical to the tenant's mission. WCPSS first occupied these facilities in 2011 under a lease that does not expire until 2034.

The Drug Enforcement Administration (DEA) launched its inaugural hearing on Monday December 2, 2024, to address the Biden administration's proposal to reclassify marijuana from Schedule I to Schedule III under the <a href="https://www.benzinga.com/markets/cannabis/24/02/36916329/is-marijuana-a-controlled-substance-wait-what-is-a-controlled-substance">Controlled Substances Act </a>(CSA).
According to a <a href="https://www.benzinga.com/markets/cannabis/24/11/42169153/dea-judge-blocks-researchers-motion-in-cannabis-rescheduling-case">DEA advisory released </a>on November 26, the primary goal is to organize the procedural groundwork for addressing the merits of rescheduling.
While this initial meeting is procedural, it sets the stage for a series of substantive discussions slated for 2025 that could redefine the landscape of cannabis regulation in the United States.
<h3 class="wp-block-heading">A Procedural Step Towards Reform</h3>
The meeting, held at DEA headquarters in Arlington, Virginia, is not to take witness testimony but instead is focusing on logistical matters, including scheduling and legal frameworks for future evidentiary hearings. The judge will question Some witnesses proposed by representatives, particularly &#8220;experts.&#8221;

Reclassifying cannabis to Schedule III would mark a historic shift, as it is currently classified alongside drugs like heroin and LSD in Schedule I, reserved for substances with "no accepted medical use" and a high potential for abuse. A move to Schedule III would acknowledge potential medical benefits while maintaining regulation under the CSA. 
Changes would include:
